The guards and armies are separate entities.
The guard is for protection of the royals.
The army is for fighting wars.
The Guard:
-Commander: The commander of the guard makes all decisions regarding the movements of the guard. They choose which guard protects which royal, and for how long. They control which guard goes where with which royal.
-Captain: The captain of the guard can be seen as the elite guard for all intents and purposes. This is the one person who has trained, and fought, long and hard enough to earn this title. It's not given easily, but when it is that person is trusted with the protection of the royal(s) more than any other person.
-Guards: The guards may establish an hierarchy among themselves, but the way they are seen from the outside they are just different weapon users who protect the royals.
The Army:
-Commander: The commander of the army makes all decisions regarding the army. (They, of course, defer to the decisions made by their king/queen.) They choose where and when to strike during times of war.
-Captains: Men (and possibly women since this IS Royal Scandal) who are high ranking officers in the army. They are typically given a certain amount of leeway when commanding their men and choosing tactics on the battle field.
(Special note: Commander & Captain of the guard are technically equals in rank with those in the army, BUT it doesn't typically matter because they do not generally have much to do with one another. Except for in times of war if the royals dare enter the battle field. In which case the Captain of the guard usually accompanies them and is responsible for protecting the royal with their life...Which is really no different than every other day, except it's war.)
